THW provide reservation benefits for transgender persons through horizontal reservations over separate vertical reservation category in public educational institutions and public sector employment in India.

Horizontal Reservation refers to the process of creating smaller portions within given reservation quotas. For example: assuming women are to be given this sort of reservation: If 15% of seats are reserved for category X, then of those 15, 5% may be reserved for women who belong to category X. 

Vertical Reservation, on the other hand refers to a process there are more reserved seats overall, which are then distributed to various categories of people, for example instead of having 15% reserved seats, additional vertical reservation may add 5% more, exclusive to a women. 

Vertical Reservations, are always mutually exclusive and can set different thresholds for these mutually exclusive categories.
